An encoder is a combinational circuit which performs a reverse function that of decoder. Encoder inputs are decimal digits and/or alphabetic characters and outputs are the coded representation of these inputs. An encoder accepts an active level on one of its inputs representing digit, such as decimal or octal and converts it to a coded output such as binary or BCD. This process of converting from familiar symbols or numbers to a coded format is called encoding.

Octal to binary encoder is also known as 3 line to 8 line decoder, the output is activated upon the input on its 8 lines.
